Monitoring of the Government Programme during the parliamentary term 2007-2011

Prime Minister Mari Kiviniemi’s Government proceeded with the implementation of decisions of the Government Programme and the Mid-Term Policy Review of Matti Vanhanen’s second Government with only minor, mainly economic policy adjustments agreed in conjunction with the formation of the new government. Implementation of the Government Programme was monitored on the basis of indicators laid down in the Government Strategy Document adopted by a Government resolution issued on 5 December 2007.

 

The Government Strategy Document covered three intersectoral policy programmes: the Policy Programme for Employment, Entrepreneurship and Worklife, the Policy Programme for Health Promotion and the Policy Programme for the Well-being of Children, Youth and Families. It also had eight intersectoral policies that are under special monitoring of the Government: the climate and energy policy; skills and innovations; administrative reform; structural reform of municipal and service sectors; social protection, exclusion and the reform of social protection systems; preparing for population ageing; broad-based security and Finland's international status. In addition, the Government Strategy Document provided information on the priorities for sectoral research, the legislative plan and a plan for Government reports and resolutions.

 

On 23-24 February 2009 in its policy review session halfway through the parliamentary term, Matti Vanhanen's second Government assessed the progress of society in the key areas defined in the Government Programme and the Government Strategy Document. The Government’s Mid-Term Policy Review specified the areas in which measures needed to be speeded up in order to attain the key objectives of the Government Programme by the end of the electoral term.

 

The Prime Minister’s Office has been responsible for the production of follow-up material relating to the Government Programme and the promotion of the effective implementation of the Government Programme.
